Minority Languages in Russia

I’ve been working on this article for at least a year now, but actually I think it has been in my files for longer, up to five years. You can see that much of the information is a bit out of date as a result. A lot of this information was translated from Russian sources. The translations to English were poor, so the whole mess needed a huge rewrite from mangled Russian to English translation to a more proper English.

I’ve done this a number of times before and it was never easy. For some reason this is always a lot harder than it seems. For one thing, I had to eliminate entire sentences because I couldn’t properly understand what they were saying or they were saying something that didn’t seem correct to me.

For that matter it is quite hard to rewrite something written in seriously mangled English by someone who can’t write or even worse by someone who has English as a second language and doesn’t write it well. You would think it would be easy to turn mangled English into proper English, but it’s just not.

This post is pretty long. It runs to 33 pages on the web. If it were in a book, it would run to 16 pages.

According to the Constitution of Russia, Russian is the official language on the whole territory of the Russian Federation, but regions are given the right to establish republics and set their own their national languages. The Constitution also guarantees the right of all the peoples of Russia to preserve their native language and to create conditions for its study and development.

According to the Basic Law of Languages, citizens have the right to use their native language as the language of communication, education, learning, and creativity.

We will now look at the study of native languages in the schools of the Russian Federation in the areas within the jurisdiction of the regional authorities. In Russian schools, 89 different languages are studied, of which 39 are used as the language of instruction.

Adygea

In 2007 Parliament passed a law mandating the compulsory study of the Adygean language for Adygean children in schools where Russian is the mode of instruction. However, this law was repealed in 2013. Recently, March 14 was designed the Day of the Speaking and Writing the Adyghe Language. Parents of preschoolers may also choose to put their children in Aegean-language public kindergartens.

The Ministry of Education and Science reported the results of Adygean language teaching in the schools: in 43 preschools, 4,759 Adygean children study the language. In 127 preschools, children are taught the basics of Adyghe culture, customs, and traditions.

All students in Russian-medium schools must study the history and geography of Adygea, and Russian-speaking pupils have a choice of studying Adyghe Language or Adyghe Literature. 22,000 students are currently studying Adygean Language, and 27,600 are studying Adygean Literature.

Altai

There are regular proposals from the Altai people and educators to mandate the compulsory study of the Altai languages Northern Altai and Southern Altai for Altai children. Both Northern and Southern Altai are divided into three divergent dialects each, so there are actually six separate Altai languages. The three languages of the northern and southern groups each were combined into a Northern Altai and Southern Altai official language respectively.

Recently, an attempt was made to pass such legislation, but government legal scholars felt the law would violate children’s rights.

In Gorno-Altaisk on March 15, 2014 at the 9th Session of the Altay Culture Meeting, representatives of the Altai people went further, adopting a resolution to mandate Altai languages study for all students, no matter their ethnicity. However, attendees warned about a Russian backlash.

They felt that such a law would inevitably lead to rising dissent among Russians and other non-Altaians in the republic. This unrest could conceivably lead to the elimination of republic status for the Altai Republic itself.

Bashkortostan

A law is in place in Bashkortostan mandating the compulsory study of the Bashkir language by all students. Each educational institution gets to decide how many hours per week they wish to devote to Bashkir study. Parents of Russian children regularly protest this law and propose to make the study of Bashkir voluntary instead. Chuvash parents have also protested the law. Ethnic tensions have heightened in the area recently.

Buryatia

The question of the possible introduction of compulsory study of the Buryat language in republic schools has been discussed recently and has wide public support. Recently, a video titled, Buryad Heleeree Duugarayal! – “Let’s Speak Buryat!,” was released, urging Buryats to not forget their native language.

However, regional authorities decided to keep the study of Buryat optional in the republic. A few deputies appealed the ruling, and various amendments were adopted at their request, but the amendments did not substantially change the authorities’ decision to keep Buryat study optional. Opponents of the idea of compulsory study of Buryat in the schools fear that it will lead to the emergence of ethnic tensions.

Chechnya

At the last roundtable of the Ministry of Culture of the Chechen Republic, officials noted what they felt was the alarming process of mixing Chechen and Russian in speech as well as a gradual tendency towards replacement of Chechen in the official sphere.

According to the director of the Institute of Education of the Chechen Republic, Abdullah Arsanukaev, the introduction of Chechen language instruction in the schools could ameliorate this situation. The government for its part is working to equalize Russian and Chechen ​​on the official level. It is expected to create a state commission for the conservation, development, and dissemination of the Chechen language.

Chukotka Autonomous Okrug

The main languages ​​in Chukotka are Chukchi, Eskimo, and Even. The government is now working on a program for the development of the these languages. So far, the Association of Indigenous Peoples of Chukotka has organized courses in Chukchi and Even.

Chukchi is the language of everyday communication for most Chukchi in the family and when engaging in traditional economic activities. In schools in Chukchi villages, Chukchi classes are compulsory in primary school and optional in high school.

Chuvashia

The Chuvash language is taught as a compulsory subject in schools and in a number of universities for one or two semesters.

“In the beginning, a lot of parents opposed their children studying Chuvash. But today I can say with confidence that these parents no longer feel this way. In contrast, some even want their the child to know the native language of Chuvashia, and probably rightly so,” says Olga Alekseeva, a teacher of Chuvash language and literature in School № 50 in Cheboksary.

The acuteness of the language issue in the country can be judged by recent events – in 2013, a court found Chuvash journalist Ille Ivanova guilty of inciting ethnic hatred for a publication about how the Chuvash language was disadvantaged in the Chuvash Republic.

Discussions around the native language exacerbated the recent language reform. According to opponents of reform, the new rules impoverished the language and could catalyze its Russification.

Crimea

The newly adopted constitution of the new Russian region declared three official languages ​​- Russian, Ukrainian, and Crimean Tatar. Education in schools will be carried out in these three languages​​.

Russian-speaking parents of children from Buryatia, Bashkortostan, and the Tatar Republic residing in Crimea have already appealed to the President of Russia and the leadership of Crimea requesting making the study of Ukrainian and Crimean Tatar voluntary in Crimea.

Activists fear that unless the law is rewritten, in the future, all children regardless of nationality will be obliged to study all three official languages. Signatories cite the example of their national republics, where Russian-speaking students have to learn a foreign language, the titular language of the republic.

Dagestan

The people of Dagestan speak 32 languages​​, although only 14 native languages are officially recognized. Elementary schools allow instruction in 14 different languages, depending on the region. The rest of the instruction is in Russian.

According to Murtazali Dugrichilova of the North Caucasus radio station Freedom, the native language of the ethnic group is spoken in the most parts of the country as the language of the home. “In rural areas, all of the local languages are spoken. In large cities such as or in Makhachkala or Derbent, teaching in national languages is optional,” he said.

In the future, at the suggestion of Ramadan Abdulatipova, Dagestan will form a commission on the use of Russian and local languages ​​of the republic. It is also expected that after the adoption of the law “On Languages ​​of the Republic of Dagestan,” all 32 languages ​​in the country will receive the status of the official language.

Director of the Institute of Language, Literature, and Art at the Dagestan Scientific Center Magomed Magomedov believes that after enactment of the new law, all of the native languages of the region will be present in the school system.

Dagestan took into consideration the negative experiences of other national republics in this area, and according to Magomedov, the law will prohibit demonstrations and pickets about language issues.

Ingushetia

According to the law “On the State Languages ​​of the Republic of Ingushetia,” Ingush and Russian are both used as official state languages in all educational institutions in the country.

Experts believe that the preservation and development of Ingush is necessary to ensure it is on an equal footing with Russian in all aspects in the republic. In addition, there has been a lot of discussion about the need to develop new words in Ingush for modern things such as industrial terminology.

Kabardino-Balkaria

In Kabardino-Balkaria, the debate over language issues flared up in connection with the adoption of amendments to the law “On Education.” The law mandates that both languages,​ Kabardian and Balkar, be used in education for children who have one of these languages as a mother tongue.

Kalmykia

According to the law “On Languages ​​of the Republic of Kalmykia,” in schools where instruction is in Russian, the Kalmyk language will be introduced starting in first grade as a compulsory school subject. Representatives of non-Kalmyks in the republic are unhappy with this law, but they have not said much about it.

Language activists point out that Kalmyk has a low status in Kalmykia. As an example, they cite the fact that cultural events and even national holiday celebrations are exclusively in Russian.

Karachay-Cherkessia

In the republic, Abaza, Karachay, Nogay, Circassian, and Russian are all official languages​​. The Constitution of the republic mandates compulsory education in the native language for students who have one of the above as a native language.

In addition, according to the law “On Education,” in those Russian-language schools, students who have a native language other than Russian must be taught their native language as a compulsory subject. National activists think that the best outcome is achieved when native languages are used as a mode of instruction and not taught as a special subject. At the moment, the republic is in the process of updating textbooks in Abaza, Karachay, Nogay, and Circassian.

Karelia

Karelia is the only national republic of the Russian Federation in which Russian is the only state language. One of the problems with raising the status of the Karelian language here has been the fact that Karelians are a minority in their own republic, and as a consequence, the republic has only a relatively small number of Karelian speakers.

Recently, President Anatoly Grigoryev of the Karelian Congress fielded a proposal to declare three official languages in Karelia ​​- Russian, Karelian, and Finnish. They modeled this notion on Crimea, where authorities promised to introduce trilingualism as the official policy.

National languages are optionally taught in preschool, elementary school, and high school. According to the Ministry of Education in 2013, 6,500 students studied Karelian, Finnish, and Veps.

Khakassia

As in many republics, the Khakass language is preserved mainly in rural areas that are densely populated by indigenous peoples. Compulsory Khakass language study is mandatory in all national schools in the republic.

Meanwhile, Political Science professor Gunzhitova Handa said that in Khakassia on September 1, 2014, Khakass classes became mandatory from grades 1-11, with an exam in Russian, Russian-Khakass, and Khakass schools.

Khanty-Mansiysk

According to NGO’s, there is only one native language course for the 4,000 speakers of Khanty and Mansi in the republic. Language loss in both languages has been accelerating in recent years. Representatives of youth organizations of indigenous peoples of the North have offered drastic solutions, including depriving national benefits to Khanty and Mansi peoples who do not know their native language.

According to the Hope Moldanova, president of the Ob-Ugric Peoples youth organization, “Young people have a different attitude towards their native language nowadays. Some of them are fluent in two languages but only understand but do not speak their native language, and others think it is sufficient to only know Russian, which is spoken by the majority.”

She too is concerned that the new generation is less interested in the national languages​​. Due to the low demand for the specialty, Ugra State University even closed its Finno-Ugric language Department.

Khanty still has 10,000 speakers in three divergent dialects.  The dialects are so divergent that they are actually separate languages. 4

In the east, there are still some child speakers but there has been a general shift to Russian. Intergenerational transmission of Khanty has stopped in the south. Schools in Khanty-speaking areas generally use Russian as  the mode of instruction.

Mansi has 1,000 speakers, 5

The northern dialect has most of the remaining speakers. There are only a few remaining elderly speakers of the eastern dialect. The southern dialect went extinct before 1950, and the western dialect is probably also extinct.

Komi

The Ministry of Education introduced the compulsory study of Komi language from the first grade in 2011. Later that year, in September 2011, the Constitutional Court ruled that the study of the Komi language in schools of the republic was mandatory. Now schools may choose two different Komi language study programs – “like a native” (up to 5 hours per week) or “as a state language” (2 hours per week in the primary grades).

According to Natalia Mironova, an employee of the Komi Scientific Center’s Ural Branch, this has led to latent discontent among the youth. She said high school students do not understand why they should waste time studying the Komi language when it takes away precious time they could be using to study for their math exams.

Mari El

In the Republic of Mari El, where the official languages ​​are Russian and Mari (Meadow Mari and Hill Mari), mandatory study of Russian and one of the Mari languages was introduced in 2013. Analysts say that among the Russian population, there is growing dissatisfaction with the fact that they are forced to learn what they consider to be an unnecessary language, but there have been few protests about the matter.

Mordovia

The republic introduced the compulsory study of either the Erzya or Moksha languages ​​in all schools of the republic in 2006. Originally, mandatory study of these languages only took place in national schools in districts and villages where there were many Erzya and Moksha people residing. Prior, since 2004, teaching of these languages had been optional in Russian-language schools.

When the compulsory study of these languages was introduced, there ​​were signs of dissatisfaction on the part of the Russian-speaking parents. Now, the number of dissatisfied parents has significantly decreased, and their voice is almost imperceptible.

Nenets Autonomous Okrug

In NAO there are 43,000 people, of which about 7,500 are the members of the titular population, the Nenets. The main problem in the study of the Nenets languages, Forest Nenets and Tundra Nenets, is the lack of books and teachers.

Tundra Nenets still has a good number of speakers, but Forest Nenets is only spoken by a small population. Tundra Nenets has speakers of all ages and is still spoken by children. However, in the west of the republic, a shift to Komi and Russian is underway.

According the Lyudmila Taleevoy of the Methodist SBD Nenets Regional Center for Education Development, the pedagogy programs at the university level no longer prepare specialists in teaching Nenets. Instead, children are taught Nenets by Russian-speaking teachers who studied Nenets when they were students. An old outdated Nenets grammar is used in instruction.

North Ossetia

According to the regional law on languages​​, children have the right to choose schooling in one of two languages – Russian or Ossetian. Ossetian consists of two dialects, Iran and Digorian. The two dialects are so divergent that they are basically separate languages.

According Ossetian journalist Zaur Karaev, all students who have another language as a native tongue, such as Armenians, Ukrainians, Azerbaijanis, and others, must study their native languages in language classes in the primary grades. The language teaching program is more complicated in high school.

Tatarstan

In Tatarstan, where only half of the population is a member of the titular ethnic group, the Tatars, the study of the Tatar language is compulsory for all. Non-Tatar speaking parents regularly protest this law. They even appealed to the Prosecutor’s Office claiming that the law discriminated against Russian-speaking students, but an inquiry by the prosecutor’s office found no violations.

Meanwhile, Tatar nationalists for their part remain alarmed about the state of the Tatar language. According to them, Tatar has a low status in the republic – for instance, in the streets, most writing on storefronts is in Russian, not Tatar. There are also problems with Tatar in TV media, and there is no university that conducts all of its teaching in Tatar.

Nevertheless, the republic regularly implements Tatar language projects and programs, a recent one being the introduction of the Tatar study in kindergartens.

Tuva

In contrast to most of the other republics, in Tuva, it is the Russian language that is in bad shape, not the titular language, Tuva, which is in much better shape. In 2008, a report noted that Russian was in terrible shape in Tuva.

According to Valerie Kahn, a researcher in the Sociology and Political Science Departments at the Tuvan Institute of Humanitarian Research, the authorities were forced to pay attention to this problem. 2014 was declared the Year of the Russian Language in Tuva. As a consequence, systematic measures have been taken to ensure that children in rural areas can learn Russian.

According to Khan, the Tuvan language is in excellent shape. Travelers also note that residents of the republic mostly communicate in Tuvan, although most signs on the streets are in Russian.

Meanwhile Tuvan journalist Oyumaa Dongak believes that the national language is oppressed. On her blog she notes that it is difficult to find Tuvans who speak pure Tuvan without Russian admixture, and even in the government, most employees do not know Tuvan. At the same time, she points out that the state allocated $210 million for the development of the Russian language and nothing for Tuvan.

Udmurtia

The State Council of Udmurtia recently rejected an initiative on compulsory study of the Udmurt language  in the schools of the republic.

Earlier, a similar initiative was made by the association “Udmurt Kenesh.” According to them, the compulsory study of the Udmurt will fight the loss of the Udmurt language in families where the parents do not speak Udmurt with their children as well as develop a culture of multilingualism among citizens. Russian activists have sharply opposed the proposals.

According to the interim head of Udmurtia, Alexander Solovyov, the budget annually allocates money for teaching and training in the titular language.

Yakutia

According to the law of the Sakha Republic “On Languages”, the languages ​​of instruction in secondary schools are Sakha or Yakut, Evenki, Even, Yukaghir, Dolgan, and Chukchi, and Russian in Russian-language schools.

In the non-Russian medium schools, Russian is taught as a subject. Local official languages of various parts of the republic ​​are also taught as a subject in Russian schools in areas in the north where there are large numbers of Evenki, Even, Yukaghir, Dolgan, and Chukchi speakers. In spite of the measures to preserve native languages other than Yakut, all except Yakut have been losing speakers in recent years.

In fact, Evenki, Even, Yukaghir, Dolgan, and Chukchi are only used as the principal means of communication in seven villages and towns. In all other places, most residents no longer speak those languages, and the languages are used mostly by the middle aged and elderly, and even then only in the home or in families that preserve traditional lifestyles like reindeer herding.

In Even areas, Even is taught as a subject from preschool through primary school. Even is an  endangered language. Even has 5,500 speakers.

In areas where the Evenki live, Evenki is taught from preschool through primary school, with an optional course in the eighth grade. Evenki is considered an endangered language. It has 25,000 speakers.

Dolgan, a language very closely related to Sakha, only has 1,000 speakers, and the number continues to decline. Mixed marriages are a problem as when a Dolgan speaker marries a speaker of another language, the children are raised in Russian and hence inter-generational transmission is broken. However, Dolgan is still spoken by all ages and is still being learned by children.

Chukchi still has 5,000 speakers and is considered to be in good shape. It is used in mother tongue education in regions where Chukchis predominate.

Yamal-Nenets Autonomous Okrug

Yamal-Nenets Autonomous Okrug faces problems common to republics where languages with only small numbers of speakers remain. The main indigenous languages ​​spoken here are Nenets, Khanty, and Selkup.

YaNAO has problems with  shortages of teachers for all three languages for both native language study classes and mother tongue education, which is offered in the nomadic schools. Other problems these languages face are language teachers who lack language teaching skills for beginning language learners and a shortage of instructional materials in the languages.

The Selkup language has 1,000 speakers, but it is in fairly good shape. It is only taught in the north of the speaker region and even there only until the fourth grade. In a couple of areas of the north, the language is still spoken by Selkups of all ages and also spoken by non-Selkups who reside there. In the north, 9

Problems

Virtually all minority languages in Russia suffer because parents and students themselves prefer to learn and speak Russian. This is not surprising, as Russian is not only spoken by the majority of the population, but it also remains the main language of interethnic communication in multinational Russia.

Students must pass the compulsory USE exam, a Russian proficiency test, in order to graduate from high school, hence students tend to study Russian more than other languages, including their own native language, in order to pass the test.

Nevertheless the fact remains that the native language remains the basis for the culture and preservation of the ethnic group. If the languages dies, the culture and in a sense the group itself die with it. Hence, promotion of native languages remains an important goal in Russia. Each region is trying to solve the native language problem in its own particular way.

Compulsory study of the official language of the particular region for all students has not had good results. For example, in Tatarstan, all students are required to study Tatar whether even if their native language is not Tatar.

This led to opposition by Russian-speaking parents who saw no use in their children studying Tatar. Further, it has led to the feeling that people who do not speak the language of the titular republic are being oppressed on the basis of their nationality.

Voluntary native language classes in schools do not lead to increased interest in native languages among youth. Realizing this, many regional governments have begun moving the national native language more into day to day life; for instance, by translating books and street signs into the national language.

Communication in the family itself from p parents to children remains the best way to preserve native languages. Peoples who pursue traditional occupations also tend to preserve their languages longer. Also, not everything can be translated into Russian. For instance, in the north, people still use their native language for items and concepts that have no good translation in Russian.

With the Internet has come increased interest among native peoples in preserving their culture and consequently the Net now offers more opportunities to learn native languages. On the other hand, the presence of Russian on the Net had a bad effect on native languages.

For instance, with the advent of the Internet, many more Russian borrowings and neologisms went into native languages. In addition, people on the Net using native languages often do not write their languages properly. This leads to impaired learning of the correct rules and spelling of the language.

As the head of the Center for National Education Problems FIRO MES Artyomenko Olga, a number of republics are reducing the hours of Russian instruction in the schools.

According to her, changes in the laws are needed in order to remove tension between ethnic groups and improve the quality of language instruction.

In particular, she recommended the removal of terms such as “non-Russian native,” “nonnative Russian,” and “Russian as a foreign language” from the laws of Russia.

A bill to update the legal place of the native languages of Russia has been in the works for a long period of time by the State Duma Committee of Nationalities. The bill has been received positively by the regions. Nevertheless, it has not yet passed the Duma.

There is no language called Dagestani, although it might be nice if there was. I believe there are 28 different languages spoken in that tiny republic. But Russian is the main language of interethnic communication. This is one of the insane Northeast Caucasian languages. This one is called Tsez. It’s quite famous for probably being one the hardest languages on Earth to learn. Even native speakers make mistakes pretty regularly when they speak it. There are lot of Northeast Caucasian languages spoken in Dagestan.

Clearly most of the nations of the world have a right to self-determination. The article makes clear that the Chechen people never assented to being conquered by the Russians, never really surrendered, and kept fighting periodically every chance they got after conquest in 1864. Recent polls show that a slim majority of Chechens support full independence. The rest presumably support the largely autonomous government of the Chechen Republic. This will go along with another post I wrote along the same lines, Are Dagestanis and Tajiks White?. The conclusion of that post was, yes, they are White. The reason it is even an issue is that Russians insist that the people of the Caucasus are “Blacks” and “non-Whites”. It seems that quite a few White nationalists also deny that Armenians, Georgians, Dagestanis, Azerbaijanis, Chechens and other Caucasian peoples are White. White in this case will refer to peoples having a phenotype that is not only Caucasoid but also resembles European Caucasoids. Having looked at quite a few pictures of people from the Caucasus, I think that there is a distinctive phenotype there. The Krymchaks were determined to be Jews by Himmler himself and ordered destroyed, although they were generally considered to be non-Ashkenazi Jews. The Karaites were considered to be racially Tatars, descended from the famous Jews of the Khazar Kingdom, and hence were ordered to be saved. However, there was some confusion, and some were killed. Amazingly, the Einsatzgruppen themselves (the fanatical murderers of lore) actually conducted research studies into the Karaites when they showed up in the Crimea to determine if they should be killed or not. They also sent requests back to Germany for guidance on whether or not to kill the Karaites. The Karaites themselves petitioned to the Nazis that they were not Jews, and a number even went to work for the Nazis. 400-500 even fought in the German Army. In Crimea and Stavropol, communities of Mountain Jews were destroyed. However, when the Nazis conquered part of the Caucasus from August to October 1944, in particular the towns of Mozdok and Nalchik, the Mountain Jews there were largely spared. There was a controversy in the party over whether or not they were really Jews. The Nazi Party said they were, but German specialists in Oriental Studies said they were racially Iranians. At any rate, very large numbers of people in the Caucasus went over to the Nazis during World War 2. There is current anti-Communist revisionist thinking that says that hardly any Caucasians went over, but this is not the case. Many people in this region had long wanted to be free of the Orthodox Slavic Russians, and the Nazis played up this fear by offering them the promise of independence. At the time of the Russian invasion, Stalin put almost the entire population of Chechnya and Ingushetia on board trains for Siberia because he feared that they would cooperate with the Nazis. The local Chechen and Ingush governments had in fact welcomed the Nazis and said that they would collaborate with them. These deportations were horrible, and it is said that when they were returned to the Caucasus a decade later, 1/3 of them had died. The Crimeans were also deported on the basis of collaboration, and many of them died too. Many Crimeans had in fact collaborated with the Nazis. All through the region, there were lots of collaborators. There were separate Georgian, Armenian and Caucasian legions of volunteers in the Nazi military. After the Soviets withdrew, they went back to the Netherlands and served as an occupying force there. To be fair, many Caucasians also fought for the Red Army.

Are Dagestanis and Tajiks White?

Although the Dagestanis fought against the Czarist White Army during the Russian Civil War, Stalin’s industrialization never made it down here very much, and Dagestan remained quite poor. The Dagestanis fought alongside other Caucasians against Russian imperialism in the 1800’s for almost 50 years. As you can see, he is somewhat darker than a Slav, but to me he just looks White, like an Armenian, Greek or Italian.

The Aryans are an Iranian people who settled in Central Asia 4000 years ago. The Tajiks are related to the Aryan Bactrian, Sogdian and Parnian peoples. Due to centuries of Persian immigration, they have a lot of Persian blood now. Physically, they resemble Mediterraneans such as Italians and Greeks. A minority are mixed with Asian lines from the Mongol invasions.

Nazi cretins claim these people are “Black” and “non-Whites”. They look that way to you? In fact, they are descendants of some of the first Whites to settle Europe – the original Indo-Europeans.

Aside from “race”, both men were Muslim immigrants to Russia, and that is what these executions are really all about. In other news, the student arrested for the distribution of the video has been named. Viktor Milkov, 23, from the city of Maikop in the Russian territory of Adygea, is a student at Adygea Technological University and a member of the Russian National Socialist Party who has been disseminating Nazi propaganda on the Net for 2 years. The man said he received the video in an anonymous email from a woman. The man is being charged with distributing the video, but he is not thought to have been involved in making it. He is a known follower of the Russian Far Right and was involved in forming an organization called the Adygea Movement of Slavs. Adygea is heavily populated by people called Circassians who have been widely dispersed through the Middle East since the capture of Circassia by Russia in the mid-1800’s. The Slavs are now the are the majority in Adygea, and the Circassians are only about 2 Many Russians have moved in since. But it’s not like some ancient Russian homeland. The makers of the video, the National Socialist Society of Rus, said that they were the militant wing of the National Socialist Society, or National Socialist Community (Natsional-Sotsialisticheskoye Obshchestvo, or NSO in Russian) a group that participates in marches called “The Russians March” and is known for attacks on homosexuals. The group was founded in 2004. Their hard-to-find webpage has been painstakingly tracked down by this blog and can be found here. Milkov is being charged with inciting national, religious or ethnic hatred, a charge that carries up to five years in prison. Nationalist violence is completely out of control, with at least 70,000 skinheads logged by human rights groups, racist attacks occurring every day and an average of one racist murder a week.

Russian Neo-Nazi Video Is Real

The infamous Russian neo-Nazi beheading video, which can be found on this site here, along with a long post describing it and giving background to it, has long been rumored to be a fake. I never thought it was a fake, simply because faking such an act so well requires the facilities of an expensive movie studio. There is no evidence that these amateurs had access to such a studio. However, new evidence has just emerged that the video is real and is not a fake, according to Russian law enforcement (LE). I figured as much. The Russian neo-Nazis are completely out of control; they assault and kill people all the time, and not a whole lot is done about them. It made sense that sooner or later they would take to the next level and commit a homicide on tape a la Al Qaeda and the insurgents in Iraq. Kistaman Odamanov from Dagestan said that one of the men killed on the tape was her brother, Shamil U. Odamanov, 24. Her father, Umakhan, and her brother, Artur, along with other relatives, also recognized Shamil on the tape. Shamil, from the town of Sultanyangiyurt in the Kizilyurtovskeyeo District of Dagestan, had gone to Moscow to find work, and possibly to find a bride, two years ago and had disappeared in March 2007. The video appeared in mid-August 2007. Shamil was in touch with his family the whole time he was in Moscow, calling home every day while he worked as a laborer. During phone calls home, he frequently complained of run-ins with skinheads who stalk people who appear to be immigrants in the low-income housing around Moscow. He called his father in late March 2007 to wish him a happy birthday. That was the last time anyone ever heard from him. He has not yet been found. “It’s not just that it looks like him, it is him, period,” said Umakhan Odamanov. In the video, Shamil was wearing the Adidas jacket and shirt given to him by his brother Artur. Shamil has been identified as the poor soul who is beheaded in the video. Another man, said to be a Tajik, is shot to death in the video. He has not yet been identified. Raziyat is a neighbor of the Odamanovs. “I knew him well; I saw him grow up. He was an ordinary boy. The children grew up without a mother; she got sick and died,” Raziyat said. “There were nine children in the family. The father is a calm, balanced family man without any bad habits. They were very worried, they looked for him. His brother traveled to Moscow to search for him.” Russian LE made their determination that the video was real on Shamil’s family’s information and on re-analysis of the video. Artur said that he was called to Moscow by Russian LE in April. They told him that they found the site where Shamil was killed, but that there was no evidence of murder there. German LE is working with the Russians on this, implying a German neo-Nazi link to Russian neo-Nazis. Those who made the tape have not yet been found, and the “Tajik” in the video has not yet been identified, though he is probably a real person who was also killed. Police are investigating several ultranationalists in connection with the video, but have not yet arrested anyone. The initial beautiful footage in the video, showing a small Russian town in the midst of a vast forest and large lake, has been identified as the Kaluzhskaya region near the city of Kaluga, 120 miles southwest of Moscow. Durant tant d’années de guerre avec la Russie, les Tchétchènes ont commis diverses actions terroristes : explosions d’avions avec à leur bord d’innocents passagers, en 2004 l’attaque de l’école de Beslan qui s’est soldée par un tragique bilan de 331 morts, dont 186 enfants. Et comment oublier le commando suicide du théâtre Dubrovka de Moscou qui a bouleversé l’opinion publique mondiale ? Toutes ces femmes habillées en veuves, ceinturées d’explosif, mortes, asphyxiées par le gaz des forces spéciales russes, et une fin tragique pour tant d’otages russes ? Je vous recommande vivement la lecture de l’article de Tony Ward, The Case For Chechnya, du « New Left Review » ici disponible en format pdf. C’est un examen attentif et complet de la situation tchétchène avec lequel nous concordons pleinement. Malgré la montée en puissance des actions terroristes et des atrocités (des deux cotés à vrai dire) la lutte pour l’indépendance tchétchène vis à vis de la Russie, est une cause juste que nous devrions soutenir. Qu’il est amer de constater que les Russes n’ont rien fait de mieux que d’éliminer la majorité des chefs modérés tchétchènes. Comment est-il possible qu’avant d’être tué, un leader modéré comme Aslan Maskhadov ait définitivement pris une position extrémiste pour soutenir un conflit contre les Russes ? La question tchétchène dure désormais depuis des siècles, elle est imputable à l’expansionnisme russe. Commencée en 1805, la conquête définitive de la Tchétchénie s’est concrétisée seulement vers 1863. Les Tchétchènes conduit par le légendaire Commandant Shamil, ont résisté contre les Tsars durant presque 60 ans ! Les Russes n’avaient aucun droit de soumettre la Tchétchénie et les Tchétchènes n’ont jamais accepté la domination russe (même si au début elle était plus légère, formelle plutôt que brutale). Les épisodes de rébellion contre les russes sont très nombreux, et n’ont pas cessé même lorsque les patrons étaient les communistes et non plus les Tsars. Le fait significatif est que lorsque les nazis ont envahi le territoire soviétique, à la fois les Tchétchènes et la majeure partie des républiques caucasiennes (même si une partie de la population s’était rangée du côté de l’Urss) se sont immédiatement liés à l’envahisseur allemand, se fiant naïvement des promesses d’Hitler à propos d’une future indépendance. Les Tchétchènes n’étaient pas pronazis mais ils ont cru les cyniques promesses de Hitler; promesses qui sûrement ne seraient jamais tenues : il suffit de penser à la fin réservée aux Ukrainiens (voir Generaplan Ost) qui se sont rangés du coté du Führer…L’extermination ! En 1944 il y eut la violente réaction de Staline à la trahison des républiques islamiques du Caucase. Des communautés entières furent déportées en Sibérie. Le moyen de transport était le train et malheureusement beaucoup de Tchétchènes (hommes, femmes, enfants) moururent de privations durant le voyage. Avec les Tchétchènes il y a eu d’autres déportés, beaucoup de Ingouches et Tartares. Combien de trains de la mort voyageaient en Europe en ce temps-là ! Après 10 ans de déportation les Tchétchènes survivants des camps de travail sibériens (où ils se distingués par leur fierté et leur esprit rebelle) purent revenir sur leurs terres, mais ils trouvèrent leurs propriétés occupées par leurs voisins de confession chrétienne. La tragédie de l’école de Beslan, en Ossétie du Nord, peut se situer dans ce contexte. Les chrétiens d’Ossétie du nord s’étaient appropriés les biens des Ingouches. Les Tchétchènes et les Ingouches n’oublient pas…Ces peuples ont une mémoire historique très développée (et bien, d’autres aussi…Vu ce qu’il s’est passé entre Serbes et Croates après la dissolution de la Yougoslavie). Malgré la situation générale en Tchétchénie, qui peut se définir maîtrisée, avec un gouvernement pro moscovite et une présence réduite de troupes russes (8000 soldats au lieu de 60000 en 2005), il y a au moins encore 2000 rebelles tchétchènes dans les montagnes. La plupart de la population est encore indépendantiste, c’est sur. Le front des combats et des attentats s’est étendu dangereusement à toute la zone du Caucase du nord (comme le Daguestan, l’Ingouchie, l’Ossétie du nord, la Kabardino-Balkarie, et la Karatchaïévo-Tcherkessie) et même dans le sud de la Russie frontalier avec le Caucase. Le problème tchétchène n’est pas résolu, malheureusement. CONSIDERATION FINALES La diffusion sur Internet des vidéos tchétchènes a alimenté un profond sentiment de haine et de nationalisme à tous les niveaux sans distinction de classe. Depuis la fin de la 2ème guerre tchétchène, le mouvement pacifiste russe a pratiquement disparu, victime de son impopularité et des persécutions politiques. Cette guerre et ces vidéos horribles ont bénéficié au mouvement néonazi, avec la naissance de nombreux groupes dans toute la Russie. Sans aucun doute, l’exécution du daghestanais et musulman Shamil Odamanov (voir vidéos néonazis) et l’exécution des 6 soldats russes sont des épisodes reliés. De toute façon les nazis n’ont évidemment pas de leçon à recevoir concernant la cruauté ou le sadisme. Ils ont simplement voulu « singer » les musulmans tchétchènes, leur rendant la monnaie de leur pièce… Dernière chose : l’armée régulière russe a commis toutes sortes d’atrocités en Tchétchénie. Un exemple? Tuer des enfants de 12 ans, apparentés (ou pas) avec les rebelles tchétchènes, en les immergeant dans de l’eau glacée. Et combien de Tchétchènes inoffensifs ont été capturés, internés dans les goulags et torturés jusqu’à la mort ? Sì, ti prendono per le gambe e ti trascinano via, lasci una scia di sangue…dissolvenza in nero. ========= Un mese dopo il misfatto, quel gruppo ceceno è stato decimato dalle forze speciali Russe. Tutti i Ceceni visibili nel filmato sono stati uccisi. Il loro capo, Temirbulatov è stato catturato in Cecenia nel 2000, e successivamente condannato all’ergastolo per la strage. Lo si può riconoscere a 2m 13” dalla fine del video. Temirbulatov è morto recentemente. Era imprigionato in un carcere di sicurezza situato nel Sud della Russia (basti pensare che vi ‘alloggia’ pure il famoso serial killer russo Andrei Chikatilo). E’ stato Giustiziato da altri prigionieri, probabilmente Slavi Ortodossi. Sembra che il video originale sia suddiviso in cinque parti. Quella che vi mostriamo è probabilmente la quarta sezione. Aggiungiamoci la crescente, fanatica propaganda mussulmana, e tali atti di atrocità, assolutamente orribili e ingiustificati, possono essere compresi. Chechen off-camera: “Just fucking cut him already!” Lipatov: “Please, I don’t want to.” They wrestle. Lipatov screams: “I DON’T WANT TO DIE! PLEASE!” Chechens: “Cut him.” Lipatov cries. Lipatov: “I DON’T WANT TO DIE, PLEASE!! You are very good people, please!” Cameraman: “Yes, we are very, very good people…THE BEST.” Chechen: “Get the knife.” Chechen punches the kid in the head a few times. Chechen with the knife: “Stop fucking hitting him.” Cameraman: “You’re gonna live in Grave City.” Lipatov: “MOMMY! MOMMY!” Cameraman: “Torture him.” Lipatov: “I WANT TO LIVE!” Cameraman, sarcastically: “He wants to live!” Lipatov screams…3 on 1, the Chechens attack him. Lipatov: “Come on fellows…I just want to live.” Chechen: “CUT HIM NOW.” Lipatov: “Leave me alone!” A Knife goes through Lipatov’s throat. Lipatov kneels while getting butted in the head with an AK. Chechen with knife to the guy with the AK: “What the fuck are you doing? Fuck off.” Chechen with knife: “I’ll do this myself!” A Chechen cuts Lipatov’s neck, stabs him in the neck…over and over and over…Lipatov is dead.

A few months later, the group was decimated in a Russian-Chechen operation. Two Special Forces groups took place in the operation, the recently disbanded Chechen Vostok Brigades from the puppet Chechen government, and Russian Spetznatz special forces. The video released by the Chechens was used as evidence against those who committed the crime in order to track them down. Some say they were killed in Russian aerial bombings. All of the Chechens seen in this video were killed sooner or later, so everyone you see in this video is dead. This video is in four or five parts, and this is apparently part four or five. This video goes by various names around the Net, and it is usually found on a Russian forum, but all the commentary is in Russian. It goes by names like Dagestan, Dagestan Massacre, Execution of 6 Russian Conscripts in Dagestan, Rebels Brutally Execute Soldiers in Eastern Europe, Chechnian Beasts, etc. This particular video, though shot in 1999, seems to have only made it onto the web in a significant way about July 2007, a year ago. Anyway, these videos were released on the Net and widely viewed by the Russian public. This served to arouse even more rage against the Chechens, especially due to the fact that these guys were conscripts. Chechen apologists argue that Russian conscripts have done all sorts of terrible things to Chechens, both fighters and civilians. They also say that this was just one commander and doesn’t reflect the views of others. That’s probably true, but none of that avoids the conclusion that these wars, which started out being relatively fairly fought, are now descending into unspeakable brutality on both sides. Chechen apologists say that this is what happens to you when you lose your whole family, or at least some members, to the Russian military. There’s probably hardly a Chechen family that has not had a relative killed or brutalized by the Russians. The logical consequence is a bunch of guys with mountains of rage and nothing to lose, combined with an increasing emphasis on radical Islam. The horrible Beslan School Siege was also an expected outcome of this Hellish war. The Chechens have also blown up some airliners full of civilians. Prior to the school siege, some Chechen women in suicide vests, all war widows and clearly distraught, staged a hostage crisis in a Moscow movie theater. It ended with Russian agents storming the place and spraying knockout gas into the theater, killing a number of hostages. Tony Ward’s The Case For Chechnya, from the New Left Review, is highly recommended and sums up my position. Despite the horrible descent into terrorism (to be honest, on both sides) the Chechen cause of national liberation should still be supported. Sadly, the Russians have killed most of the more moderate leaders, most recently Aslan Maskhadov, who was actually a reasonable fellow. But even Maskhadov had been getting more militant as the horrific war dragged on. The Russians never had a right to conquer Chechnya in the first place, and it took them about 60 years to conquer the place – they started around 1805 and finally defeated the Chechens around 1863. During this period, Shamil was the legendary Chechen commander. Even then, Chechens never accepted Russian rule (which was originally mostly just nominal) and there were repeated rebellions, even during the Soviet Era. When the Nazis invaded Russia, many Chechens, along with most of the other people of the Caucasus, went over to the Nazis, not due to a love of Nazism, but because Hitler cynically promised them independence, although we should also note that many people of the Caucasus did fight for the USSR. Whether Hitler was really going to give them independence is much in doubt, as Hitler used this same ruse with the Ukrainians, and they were clearly intended to be genocided in Generalplan Ost, not given independence at all. In 1944, Stalin reacted to this with fury, deporting whole ethnic communities on trains away from the front near the Caucasus. Conditions on the trains were horrible, with little food or water available. Whether this was intentional or not is not known, but many Chechens – men, women and kids – died en route to Siberia. When the Chechens were finally allowed to come back over a decade later from the labor camps (where they were reportedly the most rebellious spirits of them all) they found that much of their property had been taken over by their Christian neighbors. This is part of the homicidal backdrop to the seizure of the North Ossetian Beslan School by Chechen and Ingush terrorists. Christian North Ossetians had seized much of the Ingush’s property during the decade in which they were deported along with the Chechens. Memories are long in this part of the world. Although the war has tapered off considerably with the installation of a new pro-Moscow government in Chechnya, it continues to sputter on. There are only about 8,000 Russian troops in Chechnya, down from 60,000 as late as 2005. There are probably about 2,000 guerrillas still running around in the mountains. Most Chechens are probably still pro-independence. In recent years, fighting has spread across the whole of the North Caucasus to Dagestan, Ingushetia, North Ossetia, Kabardino-Balkaria and Karachay-Cherkessia. There have also been many attacks in Southern Russia just north of the Caucasus. What does all this have to do with the neo-Nazi beheading? As I said, those beheading videos aroused immense nationalist rage in a wide spectrum of Russian society (The Russian peace movement to end the Second Chechen War is very small, unpopular and often persecuted) and clearly it drove the ultranationalists into a frenzy. The videos and the war itself probably drove the whole ultranationalist movement, giving them fire and legions of new members. In the communique attached to the Russian neo-Nazi video, the group demanded that all Caucasian natives be thrown out of the Caucasus and that the Caucasus then be granted independence. They also demand that all people of the Caucasus and “Asians” be thrown out of Russia proper. Seeing how whipped up and crazy Russian Slavs got over these videotaped beheadings, I’m sure that the Russian neo-Nazis in their famous video beheaded Shamil Odamanov, a Muslim and a Dagestani (from the Caucasus) as retaliation for the beheadings of Russian conscripts by Chechen Muslim Caucasian guerrillas. Otherwise, I’m not aware that Nazis had much a thing for beheadings. It’s pretty much a Muslim thing, and their preference for it goes all the way back to Mohammad (It was his favorite way to kill people). It’s kind of sad that people are so worked up at the Chechens for chopping POW’s heads off. To the dead person, it really doesn’t matter how he died. The Russians regularly murdered all sorts of Chechens in cold blood – 12 year old boys, relatives of rebels, on and on. They did sweeps through whole parts of the country, rounded up every male of fighting age and sent them to camps where they were tortured, often to death. There are mass graves all over the country, and some estimates are that Russia has killed 2 For this reason, many young Chechen males joined the rebels because they figured the Russians were going to come after them sooner or later anyway. This is an interesting discussion of these beheading videos, comparing them to child porn and asking why child porn is illegal to so much as look at it, but this stuff is not, considering that brutal homicide is arguably worse than child sex abuse. *In this video, the Chechens are laughing, carrying on and yelling “Allahu Akbar!” the whole time. They slowly slit the soldiers’ throats halfway, so the victims remain alive and suffering for some time. Even with their throats partway cut, some are still moving around, trying to crawl, flopping around on the ground, moving their heads around, wiping their eyes and making weird noises out of what’s left of their vocal tracts.
