I’d say it would but I would need more research. Quite a number of folks are thrown in jail for shit that doesn’t even need to be illegal. The big one is pot and while I don’t think it’s a positive for society anymore than tobacco, it’s a major mistake to make it illegal and one that wastes time and money unless it’s funneled into some prison-industrial complex, which I think it is!
